{"id":390813,"date":"2024-09-20T10:44:31","date_gmt":"2024-09-20T08:44:31","guid":{"rendered":"https:\/\/www.phytocontrol.com\/?p=390813"},"modified":"2024-09-24T10:46:35","modified_gmt":"2024-09-24T08:46:35","slug":"annual-report-rasff-2023","status":"publish","type":"post","link":"https:\/\/stagingphytocontrol.shdesign.fr\/en\/regulatory-watch\/annual-report-rasff-2023\/","title":{"rendered":"Annual report RASFF 2023"},"content":{"rendered":"<p>[hover_box image=&#8221;https:\/\/www.phytocontrol.com\/wp-content\/uploads\/2022\/05\/fruitslegumes.png&#8221; image_hover=&#8221;https:\/\/www.phytocontrol.com\/wp-content\/uploads\/2024\/09\/Design-sans-titre-12.png&#8221; link=&#8221;&#8221; target=&#8221;&#8221;]<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>The <a href=\"https:\/\/food.ec.europa.eu\/document\/download\/911d49f2-b3ef-4752-8ea3-5f20dbbe9945_en?filename=acn_annual-report_2023.pdf\"><strong>2023 annual report<\/strong><\/a> of the <strong>Alert and Cooperation Network (ACN) <\/strong>has just been published.<\/p>\n\n\n\n<p>In 2023, <strong>4,695 notifications <\/strong>were sent to the <strong>Rapid Alert System for Food and Feed (RASFF)<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>1,539 <strong>border rejection notifications<\/strong>,<\/li>\n\n\n\n<li>1,263 <strong>alert notifications<\/strong>,<\/li>\n\n\n\n<li>1,057 <strong>notifications for information<\/strong>,<\/li>\n\n\n\n<li>819 <strong>for follow-up information<\/strong>,<\/li>\n\n\n\n<li>17 <strong>new notifications<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>4,199 concerned food for human consumption, 303 food for animal consumption and 193 materials in contact with food.<\/p>\n\n\n\n<p>The top notifiers were <strong>Germany <\/strong>(592), the <strong>Netherlands <\/strong>(589), <strong>France <\/strong>(421) and <strong>Italy <\/strong>(411).<\/p>\n\n\n\n<p>The most-reported EU countries are <strong>Poland <\/strong>(304), the <strong>Netherlands <\/strong>(289) and <strong>France <\/strong>(269). The most frequently notified non-EU countries are <strong>Turkey <\/strong>(408), <strong>China <\/strong>(333) and <strong>India <\/strong>(303).<\/p>\n\n\n\n<p>The most recurrent notifications are :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pesticides in fruit and vegetables from Turkey (168),<\/li>\n\n\n\n<li>Salmonella in poultry and poultry products from Poland (153),<\/li>\n\n\n\n<li>Migration of substances in food contact materials from China (92),<\/li>\n\n\n\n<li>Aflatoxins in nuts, nut products and seeds from the USA (85).<\/li>\n\n\n\n<li>Pesticides in fruit and vegetables from Egypt (84)<\/li>\n<\/ul>\n\n\n\n<p><strong>Pesticides <\/strong>are the most reported hazard, with 936 notifications. The most common are <strong>chlorpyrifos <\/strong>(299), <strong>acetamiprid <\/strong>(75) and <strong>ethylene oxide and 2-chloroethanol <\/strong>(67). They are mainly found in <strong>fruit and vegetables <\/strong>(of Turkish origin).<\/p>\n\n\n\n<p><strong>Pathogenic microorganisms <\/strong>are in second place with 856 notifications. The most common were salmonella (582), <em>listeria monocytogenes <\/em>(131), <em>Escherichia coli <\/em>(50) and norovirus (50). They are mainly found in <strong>poultry and poultry products<\/strong>, and <strong>nuts and nut products<\/strong>.<\/p>\n\n\n\n<p><strong>Mycotoxins <\/strong>were the 3<sup>\u00e8me<\/sup> most notified hazard in 2022, with 401 notifications. The most frequent detection is aflatoxins in the category of nuts, nut-derived products and seeds from the USA.<\/p>\n\n\n\n<p>Next come <strong>allergens<\/strong>, with 217 notifications, mainly in the ready meals and snacks category. <strong>Milk <\/strong>was the most frequently notified allergen. <strong>Compositional <\/strong>problems were also reported (231) in diet foods, food supplements and fortified foods.<\/p>\n\n\n\n<p>For <strong>animal feed <\/strong>(FEED), 303 notifications were sent to the RASFF. The most common hazards were <strong>salmonella <\/strong>(111) and <strong>enterobacteria<\/strong>, detected mainly in <strong>dog chews<\/strong>.<\/p>\n\n\n\n<p>193 notifications concerning <strong>materials in contact with foodstuffs <\/strong>were transmitted in 2023. The majority concerned <strong>primary aromatic amines<\/strong>, <strong>formaldehyde <\/strong>and <strong>lead<\/strong>. Our customer service is available from 8am to 6.30pm Monday to Friday on +33 800 900 775 or service-clients@phytocontrol.com.<\/p>\n\n\n\n<p>And if you don&#8217;t want to miss any Phytocontrol news, join us on our LinkedIn page!<\/p>\n\n\n\n<p><strong>2023 annual report on food fraud<\/strong><\/p>\n\n\n\n<p>The <a href=\"https:\/\/food.ec.europa.eu\/document\/download\/911d49f2-b3ef-4752-8ea3-5f20dbbe9945_en?filename=acn_annual-report_2023.pdf\"><strong>2023 annual report<\/strong><\/a> of the <strong>Alert and Cooperation Network (ACN) <\/strong>has just been published.<\/p>\n\n\n\n<p>In 2023, the number of notifications exchanged by the <strong>FFN <\/strong>reached a total of <strong>758<\/strong>, with a significant increase on 2022 (26.3%).<\/p>\n\n\n\n<p><strong>Belgium <\/strong>(18.3%), <strong>Germany <\/strong>(16.5%) and <strong>France <\/strong>(10.7%) were the countries that communicated most about suspected fraud.<\/p>\n\n\n\n<p>In terms of the origin of the products reported to the system, 71.1% concerned goods from within the EU and 24% from outside the EU.<\/p>\n\n\n\n<p>For products from the EU :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>8.2% of cases concerned <strong>France <\/strong>and the <strong>Netherlands <\/strong>(falsification of poultry products, mislabeling of meat products, falsification of live animal documents),<\/li>\n<\/ul>\n\n\n\n<p>For non-EU products :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>5.4% concerned <strong>China <\/strong>(suspected honey adulteration),<\/li>\n\n\n\n<li>3.4% concerned <strong>Turkey <\/strong>(suspected honey adulteration).<\/li>\n<\/ul>\n\n\n\n<p>The most frequently reported product categories were :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Meat and meat products <\/strong>(except poultry) (13.3%): substitution of ingredients or species, misleading labelling.<\/li>\n\n\n\n<li><strong>Live animals <\/strong>(10.1%) excluding pets, but especially horses: smuggling, falsification of compulsory documents (animal passports and health certificates).<\/li>\n\n\n\n<li><strong>Honey and royal jelly <\/strong>(9%): substitution by less valuable species, undeclared addition of water.<\/li>\n\n\n\n<li><strong>Poultry and poultry products <\/strong>(5.8%): substitution by lower-value species, undeclared addition of water.<\/li>\n\n\n\n<li><strong>Plant protection products <\/strong>(6.1%): illegal trade in substances within the EU, unapproved composition or use.<\/li>\n\n\n\n<li><strong>Milk and dairy products <\/strong>(5.5%): violation of PDOs, PGIs and TSGs (traditional specialities guaranteed).<\/li>\n<\/ul>\n\n\n\n<p>The most frequently reported types of fraud were as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Adulteration\/ adulteration of products <\/strong>(40.4%): substitution of species or ingredients, mainly in products of animal origin such as honey, meat, poultry and fish products. Processing, transformation or unapproved\/undeclared products (health foods, dietary supplements and fortified foods).<\/li>\n\n\n\n<li><strong>Description, labeling and branding errors <\/strong>(23.8%): quality with expiry\/production date, geographical or nutritional\/health claims.<\/li>\n\n\n\n<li>The <strong>grey market <\/strong>(18.3%): smuggling of live animals or phytosanitary products.<\/li>\n\n\n\n<li><strong>Falsification of documents <\/strong>(9.5%): falsification of passports, identification documents, animal and plant health certificates.<\/li>\n\n\n\n<li><strong>Counterfeiting <\/strong>(7.8%): Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI) dairy products (feta, halloumi).<\/li>\n<\/ul>\n\n\n\n<p>Phytocontrol&#8217;s experts can help you deal with these issues of fraud and food safety.
